Our History

In 2005, Harper’s Recycling purchased Budget Steel to create a new company: Steel Pacific Recycling. Steel Pacific is a full-service recycling and asset recovery company with 6 locations on the island and close to 130 full-time employees. Our consolidated company has brought together the best of both original companies’ services to communities across Vancouver Island.

Steel Pacific is now the largest, most progressive handler of recyclable materials on Vancouver Island, and the third largest handler of waste behind the Capital Regional District (Hartland) and the Regional District of Nanaimo. We recover and recycle metal and other materials from consumers, industry and demolition jobs. We continually invest in innovative technology to increase our recovery efficiency and minimize our environmental impact.

Harper’s Recycling was a family owned and operated business for 3 generations. It traces its roots to 1957, when the company’s founder, Glen Harper, began collecting and disposing of scrap metals on the construction site of the Crofton mill. Budget Steel was established in 1981 by then President, Fred Berman. Budget specialized in the collection and processing of scrap steel and iron, as well as nonferrous metals such as copper, aluminum, stainless steel, brass and lead.
